Why restructuring South Africa's power utility won't end the blackouts

Recent power cuts and the announcement that South Africa’s power utility Eskom will be receiving R23billion (about USD$1.5billion) a year in government support for the foreseeable future are symptomatic of operational and financial crises at the utility.

The conventional wisdom is that a major restructuring will address the crisis. But this is misleading. Defensible justifications for the restructuring are mostly about Eskom’s future problems, not its current ones. And there’s a risk that restructuring could exacerbate some of the underlying causes of the crisis.

The crisis itself is a function of a complex set of factors. These include an inappropriate tariff regime in the 1980s and 1990s, policy indecision in the post-apartheid era, bad infrastructure planning and poor project and human resource management. There’s also been large-scale corruption and a failure in government’s implementation of the oversight model for state-owned entities – as well as problems with the model itself.

Two basic cases are being made for restructuring the 96-year old utility. The first is that, by formally splitting Eskom into managerially and financially autonomous components, it will be possible to improve management, better understand the source of existing problems, attract private investors and address corruption.

The second is that restructuring would facilitate a greater role for renewal energy generation driven by privately-funded generation projects. Eskom’s roles as generator, buyer and distributor of electricity would be separated to stop the utility’s generation interests from distorting its purchase and distribution decisions.

Both cases are flawed. Eskom’s management and financial problems won’t necessarily go away simply by splitting it into three components. Any managerial benefits of separation can be overshadowed by difficulties in getting autonomous components to interact in a way that promotes the public interest, while private investors will not take on the unattractively debt-ridden components.

And the case based on renewables has more to do with the need for South Africa to have a more appropriate energy mix that doesn’t rely so heavily on coal. It has little to do with Eskom’s underlying malaise. Renewables are on the table because of technological change and mass deployment of renewable energy internationally that has decreased costs, along with the need to meet climate change commitments.

The proposal and its risks


South Africa’s President Cyril Ramaphosa and the Finance Minister Tito Mboweni have set out two main proposals to fix the utility.

The first is a major injection of funds. Mboweni announced that the National Treasury will provide Eskom with R23billion in cash a year for between three and ten years. This is in addition to financial support in 2015 that exceeded R150billion in costs to the state. The financial support will largely be funded by reducing other government expenditure as well as an increase in borrowing.

The second major announcement was that the power utility will be split into three components: generation, transmission and distribution.

Financial support, although highly undesirable, has become unavoidable. The necessity of the restructuring, however, is questionable and it carries large risks.

Breaking Eskom up into three parts is touted as a way to improve information about operations and finances, and to reduce inefficiencies. In addition, some argue that it would help attract direct private sector financing.

These claims are dubious. For instance, the claim about private sector financing rests on the assumption that private investors will get a guarantee of future tariffs or revenues. But a guarantee would also facilitate Eskom borrowing from financial markets itself. And the obstacle to such a provision is partly regulatory and partly that it would create a large contingent liability for the state.

Similarly, private investors will only get involved where Eskom is expected to be profitable in the future. That means that the cost and debt overhangs from the country’s two biggest coal-powered fire stations, Medupi and Kusile, will remain the problem of government and citizens.

A great deal has been written about the restructuring of state-owned enterprises. There have been both successes and failures. International experience across many industries shows that while separation can have a positive effect, it can also lead to breakdown of communication and information flows, distortion of incentives relative to the public interest, decline in operational indicators and excessive profits for private participants.

A prominent example is the privatisation of passenger rail in the UK. What followed was a deterioration in services and subsequent, large government bailouts.

The nature and extent of the risks in the case of Eskom’s unbundling require a detailed analysis. The current narrative gives them too little attention.

Overselling renewables


Those pushing renewable energy as the panacea are, in my view, downplaying the downsides and playing up the benefits – suggesting, for example, that it’s a costless solution. But it’s not.

Decentralised renewable power generation by firms and households is rarely entirely “off grid”. When the sun doesn’t shine, electricity is drawn from the grid. But revenues from the sale of this electricity aren’t enough to fund the costs of the underlying generation and transmission infrastructure.

Other countries have got round the problem by introducing a high “grid connection fee”. This hasn’t been given much attention in South African commentary.

And while some have led the public to believe renewable energy will ameliorate Eskom’s operational crisis, they fail to mention that it could exacerbate the utility’s financial crisis. Adding renewable capacity does not remove the costs already incurred for new coal-fired power stations. And decentralised generation reduces Eskom’s revenues.

There are other reasons to gradually expand South Africa’s renewable energy capacity. That is certainly better than pursuing a nuclear power option. But obscuring its downsides will lead to dangerously inaccurate beliefs about what is actually a very limited role for renewables in addressing the current crisis.

It would have been preferable if the dangers of restructuring Eskom had been properly considered before the the president and finance minister made their statements. But given that the path appears to be set, it is paramount that policymakers and the public be awake to its complexities and risks.The Conversation

Parties aren't taking big issues seriously in South Africa's election campaign

Democracy is meant to be a system in which political parties compete to convince the people that they have answers to their most pressing problems. South Africa’s election campaign shows that it does not always operate that way.

The national and provincial elections on 8 May, in which the governing African National Congress (ANC) is hoping to end a decline in its support, is loud and hard-fought. But there is little connection between the problems facing South Africans and the issues over which the campaign is being fought.

South Africa’s core problem is a weak economy which is unable to grow at a rate which preserves people’s living standards. This is a consequence of deeply rooted problems, hold-overs of the country’s minority-ruled past which persist despite 25 years of democracy.

One such hold-over is the exclusion of millions of people from the economy’s benefits. Many South Africans don’t earn a wage or salary because the formal job market is closed to them. Neither government policy nor business practice have found ways to ensure that they can earn a living and contribute to the economy even if they have no formal job. This reduces both the talents available in the mainstream economy and the markets into which businesses can sell their products.

Another is the survival of the racial patterns of the past, albeit in new forms. This ensures a lack of trust between (largely black) government and (largely white) business which makes cooperation to address economic problems difficult.

Although a growing black middle-class has emerged, its members are probably the angriest people in the country because they believe their abilities and qualifications are not recognised by the white business people and professionals who, in their view, remain in charge.

Besides damaging the economy, this ensures middle-class support for demands such as land expropriation without compensation. The ensuing disputes damage confidence and make growth much less likely.

About symptoms, not causes


If life worked in the ways in which textbooks say it does, these issues would be at the centre of the election campaign. We would expect parties to be competing to show that they have the best solutions to slow growth, the exclusion of millions from the economy, and racial tension.

They are doing no such thing. To the extent that the campaign is about anything other than name-calling, it is about symptoms, not causes.

If there is a key campaign issue, it is corruption. The ANC is trying to convince voters that its new leadership is committed to rooting out misuses of public funds and trust while the opposition insists that it has not mended its ways.

Corruption is obviously a huge problem. But there are two problems with the way it is being treated in the campaign. First, the parties are not trying to sell voters concrete plans to root out corruption. Rather, the campaign assumes that corruption will disappear miraculously if some politicians are replaced by others.

The governing party says its leadership will do the trick; the opposition, that only their leaders will. But the problem did not end when the ANC leadership changed and it persists in cities which the opposition won in 2016. It is deep-rooted whoever governs and will continue until concrete plans to tackle it are implemented. None of the parties have any plans.

Second, corruption is a symptom of the economic problem. If ambitious people cannot get into the middle-class because the doors to the formal economy’s benefits are closed to them, they will use politics to move upwards, and won’t necessarily play fair because the stakes are so high.

If poor people cannot get a wage or salary they will, if they can, attach themselves to politicians and support whoever gives them what they need to get on. If the imagination of the political class does not stretch further than claiming repeatedly that they are clean, their claims to good faith will be undermined by continued sleaze below the surface.

Immigration, and platitudes


A more sinister feature of the campaign is that parties are competing to show that they are tough on immigration.

This makes economic problems harder to solve – the country has a skills shortage and keeping out people with abilities and qualifications has to harm the economy: the Minister of Finance, Tito Mboweni, said as much in his February budget speech.

Again this is a response to symptoms, not causes: while hostility to foreigners is a world-wide trend, it takes on its most virulent form when economies cannot meet people’s needs.

The racial issue is, in effect, ignored – except where politicians or parties see mileage in keeping alive the racial stereotypes which cause the problem in the first place. How to encourage South Africans to talk seriously, let alone bargain, across the divide is a non-issue for all the parties.

For the rest, the campaign is about platitudes. All the parties are in favour of creating millions of jobs but no-one knows how. And no-one addresses the reality that the jobs which they claim they will create were extinguished years ago and the crisis will persist until they start talking about how to include in the economy the hundreds of thousands who won’t have formal jobs.

They all support better government services and they all believe their leaders are better than anyone else’s. None of them seem able to move out of their rut to recognise what is ailing the country, let alone to suggest ways of solving problems.

Limitations of party politics


The textbook view would suggest that this means the country is incapable of addressing its problems. It does not. It simply means that party politics cannot do this. Progress will depend on whether the key interests in the economy and the society are capable of making deals which will address the problems. Whether or not this happens does not depend on what parties say on the hustings.

But the election is important. It will decide whether politicians are elected who are open to that deal-making. But, as long as the real issues are absent from the campaign, citizens will be given no say in how these issues are tackled. In a democracy, discussions on how to solve problems should happen in public and parties should implement solutions which voters have chosen. Immigrants fear for their lives in Durban

Municipality dismantles tents and sends displaced foreign nationals back to their homes

Over 200 displaced immigrants who have been sheltering in two large tents in Burntwood, Durban, were told to return to their homes on Tuesday. The immigrants, mostly Malawians, fled their rented accommodation in Kenvillle after they were attacked last week.

Daniel Dunia of African Solidarity, speaking for the immigrants, said they had complied under duress; most were unhappy with the directive from eThekwini Municipality.

Many immigrants are fearful as they were beaten, threatened with death, and had their belongings taken by force last week.

“They went back anyway because the municipality dismantled the tents and the electricity connection was also cut off,” said Dunia.

He said that they had expected that the municipal officials would thoroughly engage with the local community until they were sure it was safe for immigrants to go back to their homes again.

“They have lost all their belongings … They don’t know where they will sleep … They don’t know what they will eat … We just wish government could have extended a helping hand of beds, blankets and food parcels,” said Dunia.

KwaZulu-Natal police spokesperson Lieutenant Colonel Thulani Zwane said about 100 people had attacked tuck shop owners on 24 March.

“The shop owners opened fire, fatally wounding a 22-year-old man [Sonwabile Dladla]… Tuck shops were looted and burnt by protesters. Passing vehicles were also stoned and damaged. Two counts of attempted murder, murder and public violence were opened at Greenwood Park police station for investigation. Two suspects were arrested for public violence and will appear in court soon,” said Zwane.

Meanwhile, the situation also remains tense in Philani in Umlazi, south of Durban. On Sunday immigrants were attacked.

Zwane said a case of murder was opened at Bhekithemba police station on Saturday night where a local man was allegedly assaulted by unknown suspects at Y section.

Bhekani Madlala, a taxi driver was murdered on his way home in Umlazi after he had parked the taxi at the home of its owner, Mandla Malishi in Y Section.

“Community members thought the man was killed by foreign nationals and they threatened them and attacked some of them. The police rescued the foreign nationals and were taken to a safe place at Isipingo. The situation is quiet now and the police are monitoring the area. No arrests have been made regarding the murder case,” said Zwane.

Several shops owned by immigrants remain closed and several immigrants have fled.

Dunoon’s streets are running with raw sewage

City blames the mess on “misuse of the sewer system”

Raw sewage flowing in Dunoon streets has become an almost daily ordeal for residents, who say they are fed-up.

Sewer pipes in Dunoon are frequently blocked, resulting in sewage bubbling up through manholes.

Filthy water, used toilet paper and condoms flow past residents’ homes and the businesses that line the pavement.

The stench emanating is inescapable in this township which is home to 37,000 people.

Aphiwe Jezile, a mother of a child aged seven, has been living in Dunoon for 16 years. She says she has seen a child between the age of four and five dipping a comb into the raw sewage, raising it to her mouth and licking it.

“I felt angry and disappointed at the City, and I felt disgusted,” said Jezile.

Some residents have posted their complaints on social networking sites, publishing pictures of bubbling sewage and potholes.

The filthy living conditions are not new, says resident Nkhanyiso Ntweni. “It has always been like this. When it’s time to vote they always come to convince us to vote but they don’t fulfill what they promise during the campaign.”

Mayco member for transport Felicity Purchase said the City’s roads and stormwater department sent road repair teams to repair potholes across the metro, including Dunoon.

She said the City is aware of frequent sewage overflows in Dunoon as a result of “the misuse of the sewer system”.

Purchase said the main cause of blockages and overflows was the dumping of rags and cooking oil or fat into the sewer system, and litter which entered the system through manholes where the covers had been stolen.

In addition, she said, backyard shacks built over the manholes meant that teams could not get to the sites and clear the blockages.

But Kwanele Jezile, Aphiwe Jezile’s husband, said the City should provide general waste skips around illegal dumping hotspots in the township.

“Residents are at fault but that doesn’t give the City the right to leave people to live like pigs. We are not impressed with the City’s blame game. Everybody should play their role,” said Jezile.

Purchase said in Dunoon the City had attended to “at least 407 notifications” in the last six months, not including daily bucket cleaning and vacuum and jet cleaning.

Mayco member for water and waste Xanthea Limberg said the City spent about R120 million each year clearing illegal dumping hotspots, but battled to keep pace with the problem.

The City offered a reward of up to R5,000 for information leading to an impoundment, conviction, or arrest for illegal dumping. “We urge members of the public to help us catch these criminals who are polluting our communities,” she said.

Pietermaritzburg community gripped by fear as witnesses and police are murdered

A spate of murders, including the killing of witnesses in important cases, in Imbali and Greater Edendale, Pietermaritzburg, has put the competency of the Plessislaer police station under scrutiny.

Residents complain about the inefficiency of the precinct and the way cases are being handled. The community has called upon Minister of Police Bheki Cele to intervene.

A recent multiple murder has gripped the community with fear. Senior traffic officer Sifiso Gwala, of Imbali Unit 2, was shot and killed along with two of his friends, Nhlanhla Zibula and Nathi Zondi, on 9 March. They died at the scene. A third friend who was also shot, Mfundo Mtshae, is fighting for his life in hospital.

Thandeka Gwala, the daughter of the slain officer, said the family is traumatized. She said her father was watching a soccer match in an outside building with his friends when they were shot.

“It was raining heavily and one could hardly hear … My mother heard many gunshots from the outside room. She took a few minutes before she went to check. When she opened the door … my father and the other two were already dead. One of them was still alive. He was then taken to hospital. That friend is the only one who survived,” she said.

Last month, ANC member in the Moses Mabhida region, Mhlengi Khumalo, was gunned down in KwaPata at night while alone in his house watching TV. His murder followed the murder of an ANC former ward councillor Musawenkosi “Qashana” Mchunu in May 2018. Arrests followed both murders.

Cele has visited the Plessislaer police station twice. In February, while visiting the families of victims, he told GroundUp he is aware that the community is unhappy with the station.
“As I’m visiting these families, they are telling me that the police are aware of things happening in the community areas. Residents are saying police are not doing anything,” said Cele. “I will be coming back for my third visit at the police station. I know what to do in that police station and I’m working on it … The aim is to try and fix things. We want residents to be able to work with the police station.”

He said a task team will work jointly with the Plessislaer police station to find the perpetrators behind Gwala’s murder.

In May 2017 the Pietermaritzburg community marched against crime. Residents said many cases opened at Plessislaer police station are not attended to.

In November 2018, the community marched to Plessislaer police station. A Caluza resident, who asked not to be named, said, “I joined the march in November because my family was saddened with the way my niece’s case was handled. She was raped and left under the bridge. Nothing was done ever since. We reported the case and we were given a case number. My niece knew the people who raped her. She shared the information with the police. Nothing was done. We have told ourselves that they won’t do anything. They are quick to respond on petty cases and ignore the serious ones.”
In 2016 Plessislaer appeared among the 63 precincts countrywide that had the most unresolved serious crimes.

In 2018, there were 104 murder cases opened.

A police officer at the station, who spoke on condition of anonymity, said, “The whole police station has three police vans … One police officer has to look after so many people. The precinct is short of investigative officers. The computers have aged and not been upgraded. They are very slow. They make the working process a snail’s pace … Some of our members retire or resign but no new police are being employed. The state resources such as cellphones are given to the managers. The police at grassroots level are isolated … the ones dealing with the community – but the managers receive the resources.”

“We need police from the outside to deal with these murders. We are scared for our lives. These murders are done by people who are known murderers. They might also kill us. We need members from Crime Prevention to work 24 hours.

“We are also angered about the conditions we are working under.

“Cele’s task team is only getting promotions. It doesn’t help us at all. They should be visible in our area to prevent crime. We are tired,” said the officer.

Community Police Forum chairperson Sfiso Mavundla said the delays dealing with reported cases is worrying. He said as the community they have lost hope in the police.

“Our witnesses are not protected and therefore the community is scared. We have about seven witnesses who have been killed … As the community we cannot sit back and watch the perpetrators doing as they please. We are requesting that the leadership sits down with the police staff. They must intervene by discussing with them the challenges they face,” said Mavundla.

He also said that the recent killings in Pietermaritzburg are done by people who are known to the community.

“The community knows those people, but they are scared to report them. They fear that they might be killed. We have had witnesses killed in this town. People are scared. The minister should call on Imbizo to hear what the community has to say. He should also give members of SAPS a platform to also share their frustrations,” said Mavundla.
